Language Instruction for Newcomers to Canada (LINC) provides English language training from beginner to advanced levels for adult newcomers to Canada. LINC is government-funded and free for students.
To join a LINC class, you must be a newcomer, 17 years old or older, and be a permanent resident or refugee. Classes are friendly, and focus on practical English and information about life in Canada. Childcare is available for preschool children of LINC students. LINC is funded by Citizenship and Immigration Canada.
Limited seats funded by the Ministry of Jobs, Tourism, Skills Training & Minister Responsible for Labour are available to Naturalized Canadian citizens and some temporary foreign workers.
If you are interested in joining a LINC class, please come into the ICA main office at 930 Balmoral Road, or call us at 250-388-4728 for more information. Remember to bring your permanent resident card and other immigration documents with you when you come to the ICA office. A Settlement Worker will help you fill out the forms for English class and will also set up an appointment for an assessment to determine your English level.

9 am – 11:30 am / Monday to Friday
12:30 pm – 3 pm / Monday to Friday
6 pm – 9 pm / Mondays and Wednesdays
6 pm – 9 pm / Tuesdays and Thursdays

LINC Home Study
- The Centre for Education & Training’s LINC Home Study program provides free distance education for eligible newcomers to Canada who cannot attend LINC classes in person.
- Students choose between online (computer with internet access) or correspondence (books and CDs) learning options and study independently from home. TESL-certified instructors conduct weekly one-on-one lessons with students using telephone or VoIP. Students complete assignments and receive on-going support and feedback on progress.
